Ninth Circuit Discusses Return of Abusive Spouse to Home Country as Grounds for Reopening Proceedings

In an unpublished decision, the Ninth Circuit determined that the return of an applicant's abusive spouse to her home country could qualify as changed country conditions that warranted reopening of her proceedings.
