Fourth Circuit Remands Asylum Claim based on Gang Persecution

The Fourth Circuit has remanded a Honduran applicant’s asylum claim, finding that the agency erroneously relied on evidence of token actions by law enforcement to find that the government was willing to control the persecutors.
